Ukrainian Investigators Report New Corruption Case at State Energy Company
The latest case follows a previous investigation connected to businessman Timur Mindich, a figure described in media reports as being closely associated with Ukrainian President Volodymyr Zelenskyy. Mindich left Ukraine last year shortly before anti-corruption agencies announced charges against him and several associates in connection with an alleged extortion scheme involving Energoatom contracts.
According to investigators, the earlier case centered on allegations that contractors working with the company were pressured to pay kickbacks in exchange for receiving or maintaining state-funded contracts.
The newly announced investigation concerns the alleged misappropriation of at least $3.8 million in public funds during the construction of infrastructure linked to the Tashlyk Pumped-Storage Power Plant in Ukraine's Mykolaiv region.
The project traces its origins to the Soviet era, having been approved in 1981. Following the dissolution of the Soviet Union, the original plans were reduced in scope. Two generating units entered operation in the mid-2000s, while a third became operational in late 2021.
Ukraine’s anti-corruption agencies stated that charges have been filed against the alleged beneficial owner of several construction firms involved in the project, as well as a former senior official from an engineering division of Energoatom.
According to the investigators, the suspects are accused of large-scale embezzlement related to the construction work. The case forms part of ongoing efforts by Ukrainian anti-corruption institutions to investigate alleged misuse of public funds and irregularities involving major state-owned enterprises.
